1.44 - Spatial Analysis on Collective Transport Equity: A study in the city of Recife Brazil

Social exclusion is a central aspect in public policies in Latin America. Private interests with state support appropriated from the urban space and there is the permanent challenge of overcoming the unequal conditions of citizenship. The socially disadvantaged people tend to move away to the outskirts of large cities and given the difficulty in performing basic activities like going to work, citizenship will become increasingly compromised. Developed countries associate difficult access to public transport at a disadvantage and social exclusion. This work intend to conduct a methodological development based on methodologies such as the Gap Assessment of Currie (2010) and other scholars, on the evaluation of space failures (spatial gaps) in the public transport supply and social needs caused by disadvantage in transport in Recife, Brazil. The objective of the research is to identify the spatial gaps existing in the neighborhoods of Recife and particularly those that are origin of users of two very popular hospitals in the city, being a public nature and the other private. The study will cover all districts of Recife for the purpose of performing a relative analysis of them with regard to the disadvantaged public transport. Based on the achieved results will be analyzed disadvantage in transport as a factor of social exclusion in the study area. Finally, will be presented the network improvement scenarios and public transport frequencies. The methodology of analysis, fault finding and proposed improvement may be used for other public facilities.
