2.15 - Urban Policies Evaluation and Collective Learning: a Methodology

Project Description

A research project on participatory processes of evaluation for urban plans and projects (POCTI/AUR/47303/2002) had as principle objectives: i) definition of strategies for the participated evaluation of politics urban capable to guarantee a bigger effectiveness in the attainment of objectives and conflict resolution, ii) identification of indicators and criteria of evaluation that incorporate the objectives of involvement of 'stakeholders' and the challenges of change that the territorial plans and projects must contain, and iii) development of a set of recommendations for the successful use of the strategies of evaluation of urban policies, displayed in a 'guide of procedures'.

One of its main results is a three-layered evaluation methodology, appropriate to contexts of institutional fragmentation in which several programmes, plans and policies co-exist, and sensitive to: i) the ways each intervention builds capacities; ii) the ways different programmes interact with each other; and iii) the strategic visions of the territory and the process of its construction.

The development and dissemination of this methodology, exploring its potentialities as learning tool able to contribute to the creation of collective capacities, is the present objective of the research.
